Steering Vibrations

Just a quick question buddies, I have a 89 vw golf MKII and I can feel potholes and large bumps through the steering wheel as if something is loose near the wheels, Can anyone tell me what this could be, I have just had the tracking and balancing done if this makes any difference. You most likely need to replace your shocks (or struts depending on the model). That's where I'd start.
