Ok one of my cars has been off the road will I tinkered around with it .. I've never bothered to retax it cos it was off for so long so my questions are these ..
A) When I go to retax it do I have to back tax it for the time it was off the road ?
B) Can I tax it without an NCT ?

I can only tell you the procedure for the Republic of Ireland which is;
You'll need to go to your local Garda Station with your log book/ Vehicle Licensing Cert & Vehicle registration Cert and bring some photo ID with you to prove you are the registered owner.
Tell them the car was off the road and get them to sign and stamp the declaration section of your completed Motor Tax renewal Cert which you will need to sign in their presence!
You will have to phone the NCT Hotline (check it out at http://www.ncts.ie) and book a test. Actually you might want to get the test done first before getting the Gardai to stamp the renewal form, in case there is a delay passing the test.
Anyway after all that you can bring all that crap & your insurance Cert into the tax office and apply for a new disc.
